§ 18.04.020. Definitions.

The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

Building and Zoning Administrator means the person acting in that capacity for the City or its duly authorized representative.

City means the City of Collinsville, Illinois.

City's Engineer means that person acting in that capacity for the City, or the consultant hired by the City to perform such duties customarily associated with such a position.

Construction means the erection, alteration, repair, renovation, demolition or removal of any building or structure, or the clearing, stripping, excavating, filling, and grading of real estate.

Erosion means the wearing away of the land surface by the action of wind, water or gravity.

Excavation means the removal, digging, relocating, stripping or disturbance of soil, earth, sand, rock, gravel or other similar substance from the ground.

Existing topography (grade) means the vertical and horizontal location of the existing ground surface prior to excavation or filing.

Filling means to deposit, place, push, pull or transport soil, earth, sand, gravel, rock, or any similar material by any act, and shall include the conditions resulting therefrom.

Finished grade means the final grade or elevation of the ground surface conforming to the approved grading plan.

Grading means any excavation or filling or combination thereof.

IEPA means the Illinois Environmental Protection Agency.

Impervious means a soil or surface which water, air, or roots cannot penetrate.

NOI means notice of intent and refers to that document filed with the IEPA for the purpose of clearing trees in compliance with Section 39 of the Illinois Environmental Protection Act (415 ILCS 5/39), as amended.

NPDES means National Pollutant Discharge Elimination System.

Permittee means any person to whom a grading permit is issued pursuant to this chapter.

Removal means cutting to the ground or stumps, extraction, or killing by spraying.

Stripping means any activity which removes the vegetative surface cover, including tree removal, clearing, and storage or removal of soil.

Timing schedule means a construction progress schedule showing the proposed dates of commencement and completion of each of the various subdivisions of work as shown and called for in the approved plans and specifications.

SWPP means Stormwater Pollution Prevention Plan.
