§ 12.08.040. Cellar entrances on sidewalks; restrictions.

The entrance to all cellars or basements from the sidewalk or other part of any street shall be protected by metal manhole covers, or iron doors set on brick or concrete foundations so constructed and located that they will safeguard and protect the public from accident.
